Message from the Provost: 2025-2026 Budget Highlights and Commitments

April 3, 2025

This message is sent on behalf of Dr. Dilson Rassier, Provost and Vice-President, Academic and Chief Budget Officer. It has been sent to all faculty and staff.

I am pleased to announce that SFU’s 2025–26 Budget has been approved by the Board of Governors. This year’s budget ensures continued investment in student experience, research, and academic programs, and prioritizes the academic mission of the University.

Here’s an overview highlighting our commitment to academic excellence, student success, and long-term financial sustainability, even as we navigate ongoing challenges in the post-secondary sector.

Over the past few years, we have faced tight budget pressures, and this year is no different. This is driven largely by changes in government policy affecting international student enrolments, along with rising operational costs and inflation. This is another tight budget cycle and the financial pressures we are facing will continue for the foreseeable future.

Despite these challenges, we remain financially stable and have balanced our consolidated budget for 2025–26, with a projected surplus of $14.9 million. This is primarily due to a projected one-time $22 million gain from fossil-fuel divestment that helps offset an $18 million operating budget shortfall (85% of which stems from reduced international enrollments). The consolidated surplus includes restricted funds that are earmarked for specific projects and cannot be used for any other purposes.

Even so, we recognize that circumstances may continue to shift and will require continued fiscal responsibility and due diligence.

Key commitments for 2025–26:

  • Maintaining academic excellence

SFU will continue to respond to this tight budget cycle by aligning resources with our strategic priorities and containing costs where necessary, ensuring we maintain the high-quality teaching, learning and research environment.

  • Investing in what matters most

Guided by What’s Next: The SFU Strategy and our upcoming five-year academic plan, SFU will prioritize investments in students, inclusive excellence, innovation and essential tools and resources we all need to do our jobs well.

  • Diversifying revenue and strengthening partnerships

To address shifting enrollment and rising operational costs, SFU will expand revenue sources through micro-credentials, non-credit programs, property assets, and partnerships for scholarships and research.

Thank you for your continued engagement, openness to adapt, and hard work as we move SFU forward.

Through creative problem-solving, careful resource management, and an ongoing commitment to SFU’s values, we will ensure the university remains a leading research university, committed to an inclusive and sustainable future. I encourage you to review the 2025–26 Budget Plan, now available on the SFU Finance website

Sincerely,

Dilson Rassier

Provost and Vice-President, Academic, Chief Budget Officer
