LCR Decision Tool for Local Government

This Low Carbon Resilience Decision Tool helps local government staff and practitioners to embed effective and systemic climate action in their policies, plans, and decisions.

Low carbon resilience, or LCR, is an integrated climate action planning and decision-making approach that 鈥渓ayers on top鈥 of existing sustainability visions, plans, and decision frameworks to help organizations embed climate preparedness and sustainability throughout policy, planning, and decision making. It brings into focus the multiple considerations and trade-offs of policies, investments, projects, and decisions made today while acknowledging their legacies for tomorrow.

The LCR Decision Tool is a quick reference guide designed for local governments to help them consider interdependencies and trade-offs of actions that reduce both climate risk and emissions, while advancing key social, economic, and environmental priorities. The tool helps users identify data gaps and needs, promote synergies in policy and cross-departmental mandates, and pursue cross-sectoral partnerships, contributing significant value to decision-making processes. Most importantly, it reveals the avoidable costs of a reactive approach and the benefits of a coordinated, systemic approach. 

The Decision Tool can be used in conjunction with the LCR Co-Benefits Tool to showcase the multiple benefits of taking integrated climate action in lockstep with other social, economic, and environmental goals, and to plan and communicate the benefits of LCR to staff and decision-makers.
